U.S. senators on Monday approved the Biden administration's nominee to lead the Agriculture Department's rural development programs.
The Senate confirmed Dr. Basil Gooden as Under Secretary for Rural Development, filling a position that's remained vacant since July. He replaces Xochitl Torres Small, who is now Deputy Secretary of Agriculture.
Gooden's confirmation was delayed in December after the nomination became swept up in a broader debate around border funding, Politico reported. Democratic Sen. Bob Menendez of New Jersey blocked the vote to protest the Biden administration's willingness to negotiate with Republicans on border policy as part of a foreign aid package for Ukraine and Israel.
Gooden has served as USDA's director of state operations for rural development since 2021, working with state directors to ensure that department investments reach all rural communities. As part of the role, he helped implement initiatives around clean energy and the expansion of independent meat and poultry processing.
“The Senate’s confirmation of Dr. Basil Gooden as Under Secretary for Rural Development speaks directly to the results of his work in championing affordable housing, community advancement, and economic development," Agriculture Secretary Tom Vilsack said in a statement following Gooden’s confirmation. "I have the fullest confidence that he will lead USDA’s Rural Development mission area with the energy and personal commitment he has demonstrated throughout his impressive career."
